employees. As a Senior Manager of People Services, you will help to

occasional meetings at a variety of Legacy locations across the
Portland Metro area. On days that onsite activity is not required,
individuals in this role may work from remotely. All new hires are
required to come to a designated Legacy Health office location in
Portland, Oregon prior to their start date for a new hire health
assessment and to complete new employee orientation. Another

nonprofit health system serving the Portland-Southwest Washington

solely dedicated to children's care, Randall Children's Hospital at
Legacy Emanuel. We run more than 70 primary care, specialty and
urgent care clinics, employ nearly 3,000 doctors and providers and
more than 13,000 employees. We also operate labs and a research
center. Our major partnerships include those with PacificSource
Health Plans and the Unity Center for Behavioral Health, a
one-of-a-kind center for people facing a mental health crisis that
is collaboratively operated between four regional health systems
and numerous community partners.
Responsibilities
Leadership responsibility for the teams administering and
coordinating the delivery of Human Resources services provided by
the HR Answer Center (HRAC), employee relations, and labor
relations. This role includes the opportunity to advance employee
and labor relations in service of creating an engaging and
inclusive environment that attracts and retains the best talent.
Therefore, this leader must be able and excited to leverage current
best practices within these functions and also identify and
implement strategies for improving people services across the
answer center, employee relations and labor relations. CONSULTING
AND COLLABORATION: Collaborates with leadership at all levels and
functions within the organization, forming a consultative and
reciprocal relationship in providing system-wide technical and
consulting services on human resource issues. Excellent
decision-making ability and ability to navigate difficult
conversations and issues. Consults, advises and mediates sensitive
issues involving employee relations, labor relations, and HR Answer
Center, in addition to working cross-functionally with members of
the DEI team. Resolves employee performance problems, concerns, and
cases in a timely manner, working in coordination with the Sr.
Director of People Services. POLICY DEVELOPMENT: Assist in
development, interpretation, and administration of system policies
and procedures related to People and Culture issues. TECHNICAL
EXPERTISE: Ensures Employee Relations, Labor Relations, and People
and Culture services comply with Legacy's policies and applicable
Federal, State, and local laws, rules, and regulations. Develops a
collaborative approach in service areas, providing adequate
training, information, and support to encourage successful team
development. Approachable to staff, spends the time to assist
others and provide clear guidance on direction and priorities.
Assists direct reports with their questions or concerns on case
work and responds in a timely manner. Helps team set priorities to
ensure alignment with organizational, division, departmental, and
team goals and progressing work forward. Serves as a problem solver
for the teams, including assisting direct reports with case load,
re-assigning cases as needed and, with assistance of Sr. Director,
addressing barriers to teams functionality. Uses sound logic and
takes a holistic approach to providing assistance and solutions.
Ensure that projects continue to move with allocation of team
project management resources or direct oversite of key initiatives.
Proactively identifies areas of opportunity for training and
compliance across the organization and partners with the
appropriate team members to create comprehensive processes.
Proactively identifies opportunities for team members and direct
reports development of their knowledge and/expertise, industry best
practices, and diversity, equity, and inclusion. COMMUNICATION:
High level interpersonal skills, with an ability to interact and
influence all levels of the organization, as well as relate with
diverse groups of individuals or organizations in an effective
manner. Assist in developing effective communication strategies to
improve understanding and enhance the delivery and implementation
of People and Culture programs, policies and initiatives. Displays
political skills and the ability to maneuver through the
organization effectively. Assist direct reports with any
communication or issues throughout the system.. Ensures clear
reporting and escalation mechanisms are in place to keep directors,
managers, partners, and clients are informed of progress relative
to established targets. COMPLIANCE REVIEW: Partners with HR
Compliance Counsel, Sr. Director People Services and outside
employment counsel, when necessary, to determine compliance with
the laws or regulations set forth by industry governing bodies.
PROGRAM EFFECTIVENESS: Identify opportunities to improve services,
policies and/or practices in an effort to enhance the employee
experience, foster an inclusive and compliant workplace and engage
subject matter experts within employee relations, labor relations
and the service center. Identify metrics to measure and monitor
success related to priorities and services. Coordinates Employee
Relations, labor relations, and HR Answer Center work and system
projects, level-loading the work as needed
